It isnt really unethical, but still, as PunkzStanlex said, they really cant afford to distribute the final code freely, especially companies like Valve, who have made a name for themselves as the introducers of revolutionary technology in the game industry. Engines like the Source Engine, keep companies like Valve, id, Epic games (Unreal engine) and Crytek ahead of others. There are companies who are ready to pay hundreds of thousands of dollars for a license.
